The Center for Disease Control and Prevention (CDC), National Center for Chronic Disease, Division of Cancer Prevention and Control intends to award, under a sole source basis, a purchase order to Wiley-Blackwell. The contractor shall perform editorial services and final publication layout of an article to be published in the 2010 supplement issue of "Cancer" journal, the American Cancer Society, peer-reviewed publication, internationally known as one of the leading journals in the field of oncology. The supplement will reach the journal's circulation of thousands of subscribers thereby better marketing and increasing awareness of the impact and effectiveness of the National Breast and Cervical Cancer Early Detection Screening program. The contractor shall provide all labor, materials, supplies, and equipment, necessary to finalize the supplement for circulation. This acquisition is being procured applying Simplified Acquisition Procedures, in accordance with Federal Acquisition Regulations (FAR) Part 13.106-1(b). The circumstances of the contract action deem only one source reasonably available. Wiley-Blackwell is the only available source with the required expertise to provide the services. CDC is not requesting competitive proposals and no solicitation is available. Firms that believe they can provide the services are encouraged to identify themselves and give written notification to the Contracting Officer no later than 5:00 PM Eastern Standard Time, on March 1, 2010. Determination not to compete the proposed action based on responses to this notice is solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a future competitive procurement.
