INVITATION FOR BIDS FOR PUBLIC RESTROOMS AND OTHER IMPROVEMENTS AT THE EAST FALLOWFIELD TOWNSHIP PARK IN EAST FALLOWFIELD TOWNSHIP, CHESTER COUNTY, PA SEALED PROPOSALS will be received online via the PennBID Program by East Fallowfield Township (“Township”) until Tuesday, August 11, 2020 at 1:00 P.M. prevailing time. All bids received will be publicly opened electronically and publicly posted on PennBid’s website. Bids will have a tentative award date of August 25, 2020, at a regularly scheduled Board of Supervisor’s meeting beginning at 6:30 P.M. Pennsylvania prevailing wage rates and Federal Guidelines for confined space entry will apply to this project, in addition to any and all other applicable federal, state, and local laws, statutes, ordinances, rules and regulations. This project consists of construction of public sewer connection via duplex grinder pump and low-pressure sewer for a new pre-fabricated bathroom facility (Easi-Set Model 1222) to the existing public sanitary sewer system. The existing public sanitary sewer system is owned, operated, and maintained by Pennsylvania American Water Company (Coatesville Wastewater System) and consists of eight (8) inch diameter PVC gravity sewer main within Sarah’s Way. The pad area for the pre-fabricated bathroom facility will be prepared by East Fallowfield Township Public Works and the bathroom facility will be set by Old Castle (vendor for the Easi-Set Model 1222). The project also includes providing a potable water well and connection of well to the bathroom facility for sinks, toilets, and drinking fountains. The electrical component of the project includes replacement of an existing service and extension of electric from the current meter location into the park to service the proposed bathroom facility and grinder pump. Copies of the plans and specifications are available at no cost at www.PennBID.net beginning July 13, 2020. Each Bidder must deposit with his/her bid, security in the form of a bid bond or certified check in the amount of not less than ten percent (10%) of the total bid made payable to the order of East Fallowfield Township. Each bid must be accompanied by a signed commitment of the proposed surety offering to execute a Performance Bond, as well as the Letter of Intent, Non-Collusion Affidavit, Nondiscrimination/Sexual Harassment Clause, and Statement of Bidder’s Qualifications. The successful bidder will be required to furnish a Contractor's Performance Bond and a Labor and Materialmen's Bond, in such form and having as security thereon, such surety company or companies as are approved by the East Fallowfield Township Solicitor, in an amount of not less than the total of the accepted bid. The successful bidder will also be required to furnish a Maintenance Bond, in such form and having as security thereon, such surety company or companies as are approved by the East Fallowfield Township Solicitor, in an amount of not less than fifteen (15) percent of the total construction cost. The Bond Company in all cases should have no less than an “A” rating (Best Rating) and provide documentation of their authority to do business in the Commonwealth of Pennsylvania. In addition, the Bond should be provided without a Reinsurer. All Forms and Papers required to accompany the bid must be up-loaded to PennBID prior to the date and time bids are to be received. All original Forms and Papers required must be submitted to the East Fallowfield Township, Attention Scott Swichar, Township Manager, 2264 Strasburg Road, East Fallowfield, PA 19320, within seven (7) calendar days of the bid date. No bidder may withdraw his/her bid within sixty (60) days after the date set for the receiving and opening of bids. East Fallowfield Township reserves the right to accept any or all bids or parts thereof, or to reject any or all bids or parts thereof, for any cause whatsoever, as they deem for the best interest of the Township.
