THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The U.S. Government desires a Contractor to provide all labor, equipment, and supplies necessary for three Psychologists and three Psychology Assistants to provide internal and occupational clinical behavioral health and leader support and training to Commanders and Soldiers within the U.S. Army Recruiting Command (USAREC). The period of performance is for one base year plus two, one-year option periods.

This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized onBetaSAM.gov. It is the responsibility of the potential Offerors to monitor this site for additional information pertaining to this requirement.

The anticipated NAICS code is 621330, Offices of Mental Health Practitioners (except Physicians). The size standard is $8,000,000.00.

A draft Performance Work Statement (PWS) is attached for review. Responses shall not exceed five pages in length be in New Times Roman or Arial font of no less than 11 pitch. In response to this Request for Information, please email the below information by 12 March 2021, 08:00 a.m. EST to Contract Specialist, Nancy J. Torres at [email protected] and Contracting Officer Barbara Mattingly at [email protected]. Subject line shall include: Response to RFI for Psychological Services.

In response to this Request for Information, please provide:

  1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.
  2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.
  3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (include size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.
  4. Identify how the Army can best structure these contract requirements to facilitate competition by and among small business concerns.
  5. Information on your psychological services to include, but not limited to, level analyses, counseling, assessment, screening, coaching, mentoring, advising, and training to accomplish contract services
  6. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition. Include the subject of the acquisition, this announcement, and the MICC POC information from the notice.
