The Federal Protective Service (FPS) Acquisition Division (AD), East Consolidated Contracting Group intends to procure armed protective security officer services at various locations throughout the West Virginia Panhandle This requirement is being solicited as a commercial item in accordance with FAR Part 12. It is anticipated that a single award, labor-hour type, indefinite delivery/indefinite quantity type contract will be established as a result of the solicitation. The contract will consist of a 12-month base period followed by four 12-month options with an additional 6-month option pursuant to FAR 52.217-8. The base period and all option periods will be evaluated prior to award. As an integral part of this security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish this requirement. The request for proposal (RFP) will require the submission of a technical proposal as well as a price proposal. All proposals received from industry will be evaluated using Best Value Trade-Off Procedures. It is anticipated that the solicitation, RFP# HSHQE3-12-R-00003, will be released to the Federal Business Opportunities website on or about May 29, 2012. A pre-proposal conference is anticipated to be held on or about June 11, 2012. The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard is $18.5 million. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered in the Central Contractor Registration (CCR) (http://www.ccr.gov).
