This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.  W912CN-20-Q-S003 is issued as an invitation to Request for Quotation (RFQ).  The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. 

This acquisition is a 100 percent small business set-aside.  The North American Industry Classification System (NAICS) Code for this acquisition is 711130 – “Religious Musical Groups and Artists”.  The size standard is 12 (millions of dollars).  It is the contractor’s responsibility to be familiar with the applicable clauses and provisions.    

Description of Requirement:  The Department of Ministry and Pastoral Care at Tripler Army Medical Center, Honolulu, Hawaii, has a requirement for a musician to provide musical leadership for its Protestant Services on Sunday Mornings, and weekly rehearsals on Thursday evenings.  The requested musician must have the ability to play the piano and/or organ, and be intimately familiar with the Protestant Services along with its liturgical requirements.  The musician is expected to lead and select the proper hymns, choruses, and spiritual songs; perform preludes; postlude; offertory; and background for meditation and prayers; that enhances the atmosphere of worship for the particular congregation.  Play prelude 15 minutes prior to designated Worship Service/Ceremony start time and postlude of at least 5 minutes at the conclusion of the Worship Service/Ceremony.  All job duties and personal qualifications must be performed in accordance with the attached performance work statement (PWS). 

Scheduled hours of performance for required musician services (Does not include Special/Holiday Mass):

Thursday Evening Rehearsals:     1800 – 1900

Sunday Morning Services:      0845 – 1005

The period of performance shall be for one base year of 12 months, and four 12-month option years.  The period of performance reads as follows:

Base Year:  16 July 2020 to 15 July 2021

Option Year One:  16 July 2021 to 15 July 2022

Option Year Two:  16 July 2022 to 15 July 2023

Option Year Three:  16 July 2023 to 15 July 2024

Option Year Four:  16 July 2024 to 15 July 2025

Location of Performance:  Services shall be provided at Tripler Army Medical Center at 1 Jarrett White Road, TAMC, HI 96859.

Question Submission Deadline:  Offerors are requested to review this solicitation in its entirely, including attachments, and urged to submit any questions regarding this document to the Contracting Officer and Contract Specialist in writing via email ([email protected]; [email protected]; and [email protected]) by 1 June 2020, 11:00 AM, Hawaii Standard Time in order to allow for the preparation of answers to be provided to all prospective offerors.  Any questions received thereafter may not be processed.

Submittal Requirements:  All quotations submitted shall confirm offered qualifications and services are in accordance with the PWS.   All quotations shall include the following:

(1)  Pricing data as reflected per the CLIN structure provided in this solicitation. 

(2)  A resume or statement identifying as a musician addressing their qualifications in accordance with the PWS paragraphs 1.4.2 “Special Qualifications” (1), (2), (3), and (4).
