The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service Acquisition Division (FPSAD), under a women owned small business set-aside, intends to procure armed Protective Security Officer (PSO) services at various federal facilities in Arlington, VA. This requirement is being solicited as a commercial service acquisition in accordance with FAR Part 12/15. It is anticipated that a single award, fixed price, indefinite delivery/indefinite quantity (IDIQ) type contract will result from this Request for Proposals (RFP). The NAICS code is 561612, Security Guard and Patrol Services. The size standard is $22 million. The resultant ID/IQ contract will consist of a single five-year ordering period (no options) and an additional six-month optional ordering period pursuant to FAR 52.217-8.
The Request for Proposals (RFP) shall require the submission of a technical proposal as well as a price proposal. It is anticipated that the solicitation will be released to the System for Award Management (SAM) on or about November 12, 2021. It is the contractor's responsibility to monitor the website for the issuance of the RFP as well as any updates to the solicitation. All contractors must be registered (http://www.sam.gov) in the System for Award Management (SAM) prior to the submission of their proposals.
A Pre-proposal Conference will be conducted virtually shortly after solicitation issuance. This conference will invite all interested parties to attend a briefing on this procurement, including but not limited to, a summary of the evaluation criteria, explanation of relevant past performance, teaming arrangements, etc. Attendance is not mandatory; however, it is strongly recommended.
