The U.S. Army Corps of Engineers, Rock Island District, intends to procure online access to Digital Sanborn Complete-Sanborn Fire Insurance Maps on a sole source basis in accordance with the statutory of 10 U.S.C. 2304 (c)(1) as implemented by FAR 13.106-1(b)(1), Only One Responsible Source and No Other Supplies or Service Will Satisfy Agency Requirements. 

The U.S. Army Corps of Engineers, Rock Island District, intends to enter into a firm, fixed-price contract with ProQuest LLC of Ann Arbor, MI.

The NAICS code for this procurement is 519130 with a size standard of 1000 employees.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any small-business firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed must be furnished to the point of contact listed below by Tuesday, September 8 at 10:00AM CT.

A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The U.S. Army Corps of Engineers , Rock Island District, will not reimburse or any cost connected with supplying sufficent detail to demonstarate the ability to comply the with requirement listed. In order to receive a Government award, a firm must be registered in the System for Award Managmenet  (SAM). Firms must register on a one-time basis and annual confirm accuracy and completeness of registration information.

The following specifications are required for a vendor in supplying the Digital Sanborn Complete (Sanborn Fire Insurance Maps):

1. Online access to the Digital Sanborn Complete (Sanborn Fire Insurance Maps) as listed in Attachment A.
2. Furnish website/database support staff for IP modifications (Attachment B) and other technical issues.
3. Supply usage statistics and complimentary articles for material beyond subscribed date range if/when requested.
4. Material must be full text, including photographs, images, tables, graphs, etc.
5. Newest issue must be available with no time embargoes or schedule delays.
6. The government retains archive access to subscribed material.
7. Provide access to purchased archive collection (if applicable).
8. One (1) website database supplying right of entry.
9. All material must be delivered to the Rock Island District no later than 01 August 2020 and will expire on July 31, 2021.
