HECSA Library intends to renew access to ProQuest LLC's Congressional content services.
USACE personnel will have access to the largest online Federal legislative indexed and abstracted content archives in the US. It has the most comprehensive full‐text coverage of United States Legislative and Executive Branch content from 1789 to the present of any known vendor. In addition to the text of all documents, ProQuest Congressional provides an exclusive map collection that links maps directly to the documents in which they originally appeared. These maps are pdf images of the original drawings that were included In Congressional publications. The drawings are critical to USACE personnel who are researching issues like the topographic history of a particular Corps (USACE) site; determining how harbor depths and river channels have changed over time; and verifying that a site was constructed according to Congressional authorization.
This is a special notice prepared in accordance with the requirements in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted.
However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within fifteen (15) days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to Proquest LLC.
