The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to ProQuest LLC for ProQuest Congressional Database Access. The vendor will provide 12 months of online access to its Congressional document and map database. The digital documents in the vendor's database are the United States Serial Set, accompanying maps, Congressional hearings and reports, and Congressional Research Service reports. No competition is being sought. ProQuest offers ownership of historic content, similar to a rent-to-own arrangement. If the subscription is discontinued and then re-subscribed, HECSA would only be able to "rent" interim content. Additionally, ProQuest offers privileges that are not available from other vendors including copyright arrangement that allows USACE to distribute documents to employees in district and field offices.

The period of performance is 12 months after the date of the award.

This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to ProQuest LLC.
