The Defense Energy Support Center intends to issue a 100% Full and Open procurement for the delivery of Non-BLM Propellant Pressurizing Agent, Helium (NSN 9135-00-142-9362),Type II of specification MIL-PRF-27407C, dated 29 Nov 2006. The Contractor shall provide all products, supplies, management, tools, equipment, labor, and transportation necessary for the delivery of liquid helium f.o.b. destination using Contractor-owned dewars.

The requirement is for an estimated total quantity of 10,400 LI of Non-BLM Liquid Helium. The requirement is exclusively for commercial use and not for government or government contractor use. As such, none of the requirements contained in these CLINs are subject to the Helium Act (50 U.S.C. 167, et seq) or FAR Clause 52.208-8 REQUIRED SOURCES FOR HELIUM AND HELIUM USAGE DATA (APR 2002).

This procurement will establish a two (2) year firm fixed-price requirements-type contract. Subject solicitation will be issued on or about 9 Aug 2012 and posted on the FedBizOps website at: www.fbo.gov. If you do not have internet access, a hard copy of the solicitation may be requested. Only written or emailed requests for solicitation received directly from the requestor are acceptable. All responsible sources may submit a proposal, which will be considered by the agency.
