NOTICE OF COMPETITIVE SEALED PROPOSAL The City of Tomball, Texas (“Tomball”) is soliciting proposals for the “Alley Improvement Project from Cherry Street to Elm Street” as more fully set out in the Scope of Work, Construction Documents, Specific Conditions, Specification, and Selection Criteria sections of this Competitive Sealed Proposal. The Competitive Sealed Proposal Documents may be obtained for no charge by downloading them at www.civcastusa.com (account setup required). Competitive Sealed Proposals shall be submitted via CivCast E-bidding, www.civcastusa.com, for E&P CIP No. 2017-10033; Project Proposal Number 2023-07. Competitive Sealed Proposals shall be submitted no later than 2:30 p.m., Local Time on Tuesday, March 7, 2023. A pre-proposal conference will be hosted in person on February 23, 2023 at 10:00 a.m., to familiarize the Proposers with the goals for this project. The information for the pre-proposal conference will be posted on CivCast and sent out to all plan holders. The pre-proposal conference is not mandatory. The Owner reserves the right to reject any or all proposals or to accept any proposal deemed advantageous to it and waive informalities in the selection process. All proposals received after the closing time designated will be returned unopened. Upon consideration of the proposals, the City of Tomball reserves the right to accept or to reject any and all, to waive technicalities and to make any investigation deemed necessary concerning the proposer's ability to provide the services as covered by the specifications, and to accept what in their judgment is the most advantageous proposal. The City of Tomball shall receive, publicly open, and read aloud the names of the offerors and, if any are required to be stated, all prices stated in each proposal. Not later than the 45th day after the date on which the proposals are opened, the City of Tomball shall evaluate and rank each proposal submitted in relation to the published selection criteria.
