NASA/Shared Services Center [NASA/NSSC] has a requirement for quantity one (1) Programmable Telemetry Processor.

NASA/NSSC intends to issue a sole source purchase order to Ingenicomm, Inc. under the authority of FAR 13.106-1(b)(1)(i). Ingenicomm, Inc. is the manufacturer and sole provider of the Programmable Telemetry Processor that NASA/Goddard Space Flight Center [GSFC] requires.

Our requirements for the Programmable Telemetry Processor are as follows:

PTP unit must be able to receive 400 Mbps ECL data streams, from a Cortex XXL high data rate receiver.
PTP unit must be able to receive 30 Mbps RS-422 data streams from a Cortex CRT TT&C (Telemetry, Tracking and Commanding) receiver.
Must support CCSDS Reed-Solomon modes to 20 Mbit/s.
Must support Viterbi/Convolutional encodings at 20 Mbit/s.
Must be able to perform processing of AOS frames at 400 Mbit/s
Ingenicomm SLE (Space Link Extension) capabilities compatible with SGSS (SN Ground Segment Sustainment) and SN gateway SLE
Windows 10 or linux OS
Must be able to perform LDPC 7/8, LDPC ½ rate encode/decode operations at 20 Mbps.
Provide auxiliary cables:
ECL card patch cables to SMA-M
RS-422 breakout to tri-axial connectors
Deliver quoted product within 60 days of award of contract.
Provide support for equipment for 1 year after delivery.
Delivery costs shall be included in the quote

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

Interested organizations may submit their capabilities and qualifications to perform the effort by email to

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
