The Naval Air Systems Command, Patuxent River, MD intends to issue a delivery order against BOA N00019-11-G-0017 to General Dynamics Advanced Information Systems (GDAIS), 8800 Queen Avenue South, Minneapolis, MN 55431 on an other than full and open competition basis for Production Ramp and Engineering Manufacturing Development (EMD) asset repairs of the Advanced Mission Computer (AMC) in support of the F/A-18E/F and EA-18G aircraft and AV8B Mission Systems Computer (MSC). Therefore, a sole source acquisition will be pursued under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." GDAIS is the sole designer, developer and manufacturer of both the AMC and MSC, therefore only GDAIS has the requisite knowledge, experience, and technical data required to meet the Government's requirements on a timely basis. This synopsis is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by Naval Air Systems Command.
