The Naval Air Systems Command (NAVAIR), Air Combat Electronics Program Office (PMA-209), intends to issue a sole source firm-fixed price delivery order under Basic Ordering Agreement N00019-08-G-0016 with Rockwell Collins Government Systems (RCGS). NAVAIR is assigned responsibility for the planning, programming, budgeting, procurement, installation, operation and support of the Air Combat Electronics programs. This delivery order will provide for the procurement of platform reprogramming kits for the AN/ARC-210(V) EP radios and/or components. The approximate value of this delivery order is $14,610.00. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirement." A determination by the Government not to compete this effort is solely within the discretion of the Government. GENERAL INFORMATION: As Rockwell Collins is the sole developer of the ARC-210 family of products and related ancillary equipment and maintain the proprietary rights to this radio, they are the only capable source of providing the equipment necessary to interface to the receiver-transmitters being installed on the various aircraft.
