Description
The U.S. Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT) / Semantic Infrastructure, intends to procure OneData Objects and webMethods JDBC Adapter licenses on a sole source basis from CounterTrade.
This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source.
Only one award will be made as a result of this solicitation. This will be awarded as a Severable firm fixed price type contract with three option periods.
It has been determined there are no opportunities to acquire green products or services for this procurement.
BACKGROUND
After five years of analysis and marker research, in October of 2019 the U.S. Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT) acquired Software AG’s OneData Multi-Domain MDM Bundle and Integration Platform to replace existing caDSR software. The software is currently undergoing ongoing configuration and development to meet NCI’s unique requirements.
NCI has been customizing the system for nine months and is about to exceed the original 200 data objects in the base order. Objects are created by the development team when designing the features to meet NCI requirements. Now that NCI has reached the maximum object limit of 200, it is being prohibited from meeting the requirements of its customer. Based on current projections, it is in NCI’s best interest to increase the maximum number of OneData Object licenses from 200 to 300.
In addition to the need to create more OneData Objects, NCI has determined that it will require several custom application programming interfaces (APIs) to provide customers with access to custom database extensions NCI has made in the base product. The requirements for these custom API interfaces necessitates the use of complex database queries. Developing these complex queries manually is very time consuming and error prone, so an additional feature to streamline and simplify their development is needed.
The alternative to manually designing the database queries is to leverage Oracle Java Database Connectivity (JDBC) drivers. These drivers are available on NCI’s Oracle database but to use them, NCI must add the Software AG webMethods JDBC Adapter. The adapter will enable NCI to:
OBJECTIVE
The objective of this acquisition is two-fold: to increase the maximum number of OneData objects allowed by the system from 200 to 300 and to add the webMethods JDBC Adapter feature to NCI’s platform. These license keys are needed across all four (4) tiers: Dev, QA/Test, Stage and Production.
TYPE OF ORDER
This will be issued as a Severable Firm Fixed-Price Purchase Order.
The services acquired under this contract are severable services. Funds are only available for the use of the contract line item number (CLIN) to which they are obligated. Unused funds from one CLIN or option period may not rollover for use in other periods or CLINs.

The following product features/characteristics are required for this requirement:
PERIOD OF PERFORMANCE
The base period of performance shall be for a twelve (12) month base period with three (3) option periods.
Base Period: May 19, 2021 through May 18, 2022
Option Period One: May 19, 2022 through September 18, 2022
Option Period Two: September 19, 2022 through September 18, 2023
Option Period Three: September 19, 2023 through September 18, 2024
Under the current award, NCI acquired and installed Software AG's OneData Multi-Domain MDM software bundle, which was used by NCI/CBITT to transform the NCI caDSR infrastructure, which encompassed web-based tools for creating, maintaining, browsing metadata content, and APIs, in support of the NCI Clinical Trials Network (NCTN)
NCI/CBIIT requires continued access to the brand name software for the existing Software AG products installed at NCI, because after conducting market research, NCI/CBIIT determined that the salient characteristics of Software AG are essential to the Government's requirements and the market research indicates companies' similar products do not meet the agency's needs. These new features extend the base product. The salient characteristics of Software AG, which is not available from any other manufacture, are:
Software AG is the only manufacturer of the MDR software that is currently installed at NCI/CBIIT and these extensions are specific to the product. Only Software AG or its authorized distributors/ resellers/ service representatives can fulfill this requirement.
This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 12:00 PM EST, on May 4, 2021. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
