Description(s):

 

The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to purchase new high speed cameras to replace NHTSA's current high speed imagers.  These items are needed to produce high end images that will be used to document the work being conducted at the VRTC facility by various groups.

NHTSA welcomes all qualified Small Business concerns, and any other firms with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed types of projects as listed below.  NHTSA does not intend to award a contract on the basis of responses to this notice or otherwise pay for the preparation of any information submitted.  Acknowledgement of receipt of responses will not be made; and no formal evaluation of the information received will be conducted by NHTSA.  NHTSA may; however later on issue a Request for Proposals (RFP).  However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice.

BACKGROUND:

 

The Vehicle Research and Test Center (VRTC) has the need to replace the current high speed imagers.  The last purchase of the equipment was in 2006.  The high speed imagers that are currently owned are starting to fail and the only place to repair them is overseas.  The other issue at hand is that they are not as sensitive to light as current models for sale.

 

 

 

OBJECTIVE:

 

The objective is to procure up to 10-12 cameras over the next few years to replace our existing high speed imagers that are used for testing.  The cameras must have the ability to sync and/or work together; even if they are not the same manufacturer, which is preferred.  These 10-12 cameras and accompanying pieces of equipment shall be utilized throughout the building by various groups as they are purchased. 

 

Capabilities:

 

The corporate capability statement must address the capabilities necessary to accomplish the scope outlined above as well as the additional tasks and characteristics given below:

 

The VRTC requires the possibility of purchasing  HD high speed video imagers that meet the following specifications:

 

Form Factor

  • Portable for standalone lab or field use
  • Battery powered with rechargeable batteries
  • Operate from 100-240 VAC power supply included
  • Attached/attachable monitor and control interface for standalone operation.
  • Accept Nikon F mount lens
  • Include ¼ 20 threaded mounting point

 

      Sensor

  • Full Color
  • Support for 1920x1080 pixel or greater resolution
  • Minimum 12-bit depth
  • Record 1500 fps at a resolution of 1920x1080
  • Auto exposure control
  • Wide dynamic range

 

     Memory

  • Minimum 12GB Internal
  • Support for one removable memory module with 200GB Minimum storage capacity
  • Removable Memory should be USB3 compliant
  • Removable memory should include all hardware/software for connection to Windows 7 and higher PC

 

     Trigger

  • Must be programmable both pre and post recording
  • Must support image based triggering
  • Must support software based triggering
  • Must support external hardware input triggering
  • Must support trigger output to external hardware

 

     Control

  • Camera must be controllable by all of the following
    1. attached control interface (touch screen preferable)
    2. remote control unit
    3. software from tethered PC

 

      File Format Support

  • Must include H.264 MPEG4
  • Must include sequentially numbered JPEG

  • Nikon F-Mount
  • Include a set of pricing for the following  Nikkor G series lenses for each camera

The VRTC requires the possibility of purchasing a 4K high speed video camera systems that meet the following specifications:

  • Two (2) batteries should be included
  • Operate from 100-240 VAC power supply included
  • Attached/attachable monitor and control interface for standalone operation.
  • Accept Nikon F mount lens
  • Include ¼ 20 threaded mounting point

  • Support for 4096x2160 pixel or greater resolution
  • Minimum 12-bit depth
  • Record 1500 fps at a 4K resolution

 

     Memory

  • Minimum 128GB Internal
  • Support for optional auxiliary storage

  • Must support software based triggering
  • Must support external hardware input triggering

 

     Control

  • Camera must be controllable by all of the following

Any interested qualified Small Business (SB) firms, Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm's ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein.  

Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication of this notice.
