The Naval Air Systems Command (NAVAIR) intends to negotiate and award a Firm-Fixed-Price (FFP) Delivery Order (DO) under Basic Ordering Agreement N00019-16-G-0001 for Harpoon Initial Integrated Logistics Support (ILS) for the Brazilian Air Force Harpoon Missile Block II Selective Availability Anti-Spoofing Module (SAASM) Compliant Guidance Control Unit (GCU). The Period of Performance for this effort shall commence from the effective date of DO and be completed no later than 12 months after award. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. NAVAIR intends to award this effort to The Boeing Company. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals; however, any capability statements, proposals, or quotations received within thirty days after date of publication of this synopsis will be considered by the Government. The Boeing Company is the sole designer, developer, manufacturer and integrator of the Harpoon Weapon System, SLAM-ER missiles, and the related equipment. Boeing alone has the experience, special skills; proprietary technical documentation, software/algorithms; facilities and manufacturing techniques required to produce, assemble and integrate this equipment and furnish the supplies and services within the required timeframe. Accordingly, The Boeing Company is the only known qualified, responsible source that can fulfill the requirements specified herein.
