Notice of Intent to Sole Source
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with FM SYSTEMS, INC. for the procurement of a FM Systems Higher Education Survey Module under other than full and open competition by the authority of FAR 13.106-1(b).
This acquisition is for firm-fixed price purchase order to purchase the higher education survey module from FM Systems Inc.
The Higher Education Survey module is an enhanced and integrated component to the existing web-based application, FMI, and is a clear approach, which comes from multiple years of educated space survey activities. It is a robust system that would allow NIST to capture survey data in a real-time manner, which is a capability currently unavailable to NIST. The module would spearhead improvements to the on the ground performance of the space database update and survey process, leading to accurate data earlier which can be utilized for space request dispute resolution.
FMS software, including their Higher Education Survey Module software, is proprietary and part of the FM lnteract (FMI) Workplace Management System. The FMI base software and Workplace Management System survey software integration enables data to be pulled from the base module, updated by authorized delegates, routed through an approval process, replace the base module's original data with the survey module's updated data and engage real time results, all through the seamless electronic procedure. The secured shared transaction allows timeless transfer and exchange of facility information so current accurate data is available in a more-timely manner; thus, effectively producing spot on reports and graphics which impact business decisions for the entire NIST organization and support the DOC Real Property Annual Data Call.
This requirement is expected to be awarded in May 2018.
The North American Industry Classification System (NAICS) code for this acquisition is 511210, and the size standard is $38.5 million in average annual receipts.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 9:00 a.m. (EST) on May 3, 2018. Inquiries will only be accepted via email to [email protected]. No telephone requests will be honored.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
