The Naval Surface Warfare Center Philadelphia (NSWCPD) intends to award a Firm Fixed Price contract, containing no options, as a sole source procurement without providing for full and open competition. This contract shall be procured on a sole source basis to ANSYS Incorporated.

The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. This procurement is for the FEA software currently utilized by Naval Surface Warfare Center Philadelphia Division mechanical engineers. ANSYS has proprietary rights over the FEA software.
