The Naval Air Systems Command (NAVAIR) has a requirement for the procurement of an additional two hundred, thirty (230) Advanced Threat Warning (ATW) Sensors. The base contract was awarded to upgrade the DoN LAIRCM system with ATW Sensors (including Hostile Fire Indication (HFI) and Laser Warning) and improved Computer Processing Units (CPUs). This effort supports an engineering change proposal to the current AN/AAQ-24(V)25 baseline hardware and software to support early operational capability of ATW to deployed units. The base contract includes two hundred, forty (240) ATW sensors, Super Backend Processor (SBEP) Circuit Card Assemblies (CCAs), and the hardware/ software, technical drawing updates, labor, and performance verification associated with the installation of SBEP CCAs to upgrade 220 legacy DoN LAIRCM CPUs.

This effort is being awarded on a sole source basis under NAVAIR contract N00019-12-C-0074 to Northrop Grumman Systems Corporation, Electronic Systems Sector, Land and Self Protection Systems Division (NGSC), in accordance with Federal Acquisition Regulation 6.302-1. NGSC is the sole source for design, development, integration, production and depot maintenance of the DoN LAIRCM system used by the United States Government and NGSC is the only source with the knowledge, experience, production capacity, and technical data necessary to provide a functional and compliant upgrade for incorporating laser warning and HFI into the AN/AAQ-24(V)25 sensor and processor.
