CITY OF PASCO – INVITATION TO BID Process Water Reuse Facility (PWRF) Phase 2: Winter Storage Project No. 21298 The City of Pasco, Washington is inviting and requesting bid proposals for the PWRF Phase 2: Winter Storage project. This project includes clearing and grubbing of approximately 202 acres; cut and haul of approximately 1.3 million cubic yards of soil; construction of three lagoons totaling 329 million gallons of storage; installation of approximately 5,000 linear feet of embankment drains; installation of approximately 5,500 linear feet of deep excavation, 42 to 48-inch-diameter FRP gravity process water main around the perimeter of the PWRF site; installation of approximately 4,500 linear feet of 30-inch-diameter high density polyethylene (HDPE) gravity main; approximately 5,350 LF of 12-inch-diamter HDPE process water force main; approximately 1,700 LF of 10-inch-diamter HDPE process water force main; installation of approximately 7,200 LF of 8-inch-diameter HDPE force main within the proposed lagoon embankments; modifications to an existing irrigation pump station wet well; construction of concrete process water conveyance structures; process water appurtenances including flow meters, valves and slide gates; approximately 16,000 LF of power and fiber optic conduit; importing of approximately 45,000 cubic yards of various fill material; and other work, all in accordance with the Contract Plans, Special Provisions, and the Standard Specifications. This contract contains intermediate milestones and three-hundred and seventy-five (375) working days to physically complete the work. Bidders may obtain bid documents, including plans and specifications, at the City of Pasco’s Plan Room, beginning Friday, June 2, 2023. Bidders may obtain digital files at no cost. Printed documents are available, at bidders’ expense, by choosing the “Order” option. The bidding shall be done through City of Pasco’s Plan Room secure network/platform: https://www.cityofpascoplanroom.com/jobs/public. Bids shall be submitted electronically via City of Pasco’s Plan Room and shall be accepted up to 2:00PM on Thursday, July 13, 2023. The Contractor will not be charged a fee to submit a bid. Bids will be publicly opened and read aloud, in the City of Pasco Council Chambers at 2:00PM on July 13, 2023. Additionally, the City will hold the Bid Opening via Microsoft Teams. All bids must be accompanied by a “Good Faith Token” in the form of a Certified Check, Cashier’s Check or Bid Bond in the amount of not less than 5 percent (5%) of the total bid. As this is an online bidding process the Bidder’s original hard-copy Bid Bond must be submitted in a sealed envelope prior to the bid opening deadline. Bids will only be accepted from Contractors who are eligible to perform services as governed by PMC 14.15 and who are listed on Abadan’s City of Pasco Plan Room Plan Holders list. The City of Pasco, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252,42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. All work performed on this project will be subject to state prevailing wage rates and contractor will be required to comply with the wage and labor requirements to pay minimum wages in accordance with the Davis-Bacon Act of 1931. All contractors and subcontractors must be licensed in the State of Washington to conduct business. The Successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Relate Acts which requires that all laborers and mechanics employed by contractors and subcontractors performing on contracts funded in whole or in part by SRF appropriations in excess of $2000 pay their laborers and mechanics not less than the prevailing wage rates and fringe benefits, and determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area It is anticipated that this project will be funded in part by the Washington State Department of Ecology. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids. This project is funded in part with local, state, and federal funds. Funding sources include the Washington State Department of Ecology State Revolving Fund. Projects funded wholly or in part by Federal appropriations must comply with Code of Federal Regulations; 24 CFR 570.502, 24 CFR 85.36, 2 CFR 200.
