Solicitation N00421-14-T-0451 is issued as an intent to sole source. The Government intends to purchase on a firm fixed-price basis and to solicit and award the proposed purchase order on a sole source basis to University of Central Florida, under the authority implemented by Federal Acquisition Regulation (FAR) Part 13.106-1(b). The Industrial Egineering and Management Systems (IEMS) Department of the University Of Central Florida (UCF) developed a Probabilistic Sortie Model, and the Government requires improvements upon the Baseline Model developed in Phase One. This is follow-on and UCF is the only known source to provide improvements to the existing model.
