Sole Source Award Notice: PrimeOCR Software License and Maintenance The United States Patent and Trademark Office (USPTO) intends to award a sole-source purchase order in the estimated amount of $70K for additional PrimeOCR software licenses and maintenance to Prime Recognition Corporation, 21827 NE 137th St., Woodinville, WA 98077. The USPTO Efficiency Act, 35 USC §2(b)(4)(A) and the Patent and Trademark Acquisition Guidelines (PTAG) specifically exempt USPTO from the Competition in Contracting Act (CICA - 41 U.S.C. § 253). The PTAG states while "it is the policy of USPTO to promote competition to the maximum extent possible . . . USPTO intends to balance these considerations with the program benefits that can be gained from developing a reduced supplier base and building strategic alliances with its suppliers."
