The National Institute of Standards and Technology (NIST), Engineering Laboratory (EL) under the Polymeric Materials Group of Materials and Structural Systems Division studies durability and the service life of polymeric materials for sustainability and renewable energy. EL requires a preventative maintenance (PM) and repair service agreement with an extended warranty offered under the manufacturer's Premium Care Support Program on the following instrument; Bruker Nano Surfaces (BNS) manufactured Dimension Icon AFM. This instrument is manufactured solely by Bruker Nano, Inc. located in Tucson, AZ and it is crucial for the instrument to remain operational for the continuation of on-going projects using surface morphology/property with atomic resolution. The Engineering Laboratory intends to issue a firm fixed price purchase order with a base and four (4) consecutive option years.    

Justification:
The proposed award is being issued in accordance with FAR Part 13.106 under simplified acquisition procedures and conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Compatible parts and serivce coverage under the manufactuer's  Premium Care Support Program is not available from third party service providers.

The associated North American Industry Classification System (NAICS) Code is 334516; small business size standard is 1,000 employees.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR QUOTES However, it is a market research tool being used to determine the availability and adequacy of potential sources. A determination by the Government not to compete this requirement based on responses to this notice is solely at the discretion of the Government. Interested offerors who believe they can provide the aforementioned services are invited to submit substantiating documentation in writing. The government will consider all responsible sources received by the due date. Written responses must contain sufficient documentation to establish a bona-fide capability to fulfill the requirement. If no written responses are received, a purchase order will be issued without further notice.
