Description

This is a notice of intent, NOT a request for a quotation. A solicitation document will NOT be issued, and quotations will NOT be requested.

The National Institutes of Health (NIH) plans to issue a firm fixed-price purchase order to Karl Storz Endoscopy-America Inc., located in El Segundo, California, 90245-5017. The contract includes a base period and two optional years for a preventative maintenance agreement covering various equipment, with the performance period running from August 23, 2024, to August 22, 2025.

The Department of Perioperative Medicine is requesting the purchase of a Preventative Maintenance Agreement (PMA) on the equipment for its current integration system.  This integration system supports the current Operating Rooms to the Education Room.  Currently OR’s 10, 11, and 12 have existing Karl Storz equipment that is utilized for integration purposes. The purchase of this PMA will support all repairs or exchanges to the equipment and prevent delay should the equipment within the integration system go down. The current system houses a framework that communicates with future technology and likewise, the new equipment can communicate with the existing equipment through the same framework. This ensures continuity of care through all Karl Storz equipment and all Karl Storz integrated rooms regardless of age. The Karl Storz components being supported build upon and upgrade the current system allowing live streaming, video on demand, and room-to-room communication between old and new rooms and systems.

The preventive maintenance agreement encompasses the following:

-Repairs and exchanges for covered Karl Storz products

-Fixed monthly charges

-Priority exchange and repair turn-around time which allows for maximum inventory availability and minimized OR delays

-E-class endoscopes that are newly manufactured and certified to meet all the same high standards of quality, integrity, and optical performance specifications as the new endoscopes

-Pre-paid shipping from the facility

-24/7/365 Technical Service Support

Karl Storz Endoscopy-America Inc is the exclusive manufacturer and registered trademark holder of the Karl Storz Stream Connect® system and has the proprietary rights to this system. This system’s encoders and decoders are designed to interact seamlessly with the three Karl Storz integrated ORs, OR2, and surgical pathology units. They are specifically engineered for live streaming management between these locations, ensuring smooth and unique communication with the Karl Storz Stream Connect system. There are known vendors that can provide maintenance to this proprietary system.

This acquisition is being conducted using policies unique to the Federal Acquisition Regulation (FAR) Part 13 – Simplified Acquisition Procedures, Subpart 13.106-1(b)(1), For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstance of the contract action deem only one source reasonably available.  Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. The total dollar value of this requirement shall not exceed the Simplified Acquisition Threshold (SAT) $250,000.00.

Interested parties may identify their interest and submit capability statements in response to this posting. The determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
