This is a combined/synopsis Notice of Intent for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number for this acquisition is NOI12036 and the solicitation is being issued as a Notice of Intent on a sole source basis. This solicitation document and its incorporated provisions are those in effect through the Federal Acquisition Circular (FAC 05-55). This acquisition will be processed under Simplified Acquisition Procedures and is not a small business set aside.
The National Institute of Allergy and Infectious Disease (NIAID) intend to use this sole source company. The preventative maintenance is needed for monitoring equipment and software, software for this monitoring and functions for all aspects of the Bldg.33 Freezer Farm systems. This includes but is not limited to water quality, pump function, dosing modes, and temperature. The emergency remote alarm monitoring will allow remote monitoring 24 hours a day 7 days a week. Remote monitoring is necessary for any emergency alarms that are associated with cell cultures in the building. These alarms will be passed on to the scientist and inform them of any harmful or threatening situation that could compromise scientific research. Without this the staff would have no way to know if any system was malfunctioning.

The North American Industry Classification System (NIACS) Code for this acquisition is 238210, and the small-business size standard is $14.0 million dollars. This is a firm fixed-price contract and the FOB terms are "Destination" and Net 30.
