The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando, FL intends to negotiate and issue a contract to Logistic Services International, Inc. (LSI), on a sole-source basis to convert the final 130 hours of the current Marine Corps and USAF V-22 Pilot, Enlisted Aircrew and Maintenance courses of instruction from Flash Based Kreus SCORM courseware software baseline to a Commercial of The Shelf (COTS) Adobe Captivate HTML5 SCORM based courseware format.

The contracting action will provide the government with courseware in the Hyper Text Markup Language version 5 (HTML5) format.  This format will be deployable on virtually any modern internet browser without the need for additional plug-ins and will be editable using COTS editors, at a significantly lower cost.

To meet the government’s minimum needs, this action is being awarded on a sole-source basis to LSI in accordance with the statutory authority permitting Other Than Full and Open competition under Title 10 U.S.C. 2304 (C)(1), as implemented by FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. LSI is the only known responsible source that possesses the unique capability inherent with its proprietary development approach utilizing the Kreus authoring tool.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen (15) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
