The Naval Air Systems Command (NAVAIRSYSCOM) plans to issue a delivery order under Basic Ordering Agreement (BOA) number N00019-11-G-0010 to Simmonds Precision Product (Goodrich), Inc. (doing business as Goodrich), for the procurement of IMD HUMS Software 5.0, which will incorporate changes to the IMD HUMS Software 4.0 specific to the Tail Rotor Balance Process. This procurement will be in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304 (c) (1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (a)(2), only one responsible source and no other supplies or services will satisfy the agency's requirement. Goodrich is the sole source that possesses the engineering data, technical skills and requisite knowledge of the fabrication, performance, operation, maintenance and support characteristics necessary to repair the aforementioned parts. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
