This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This is a total small business set aside under NAICS Code 339115 (Ophthalmic Goods Manufacturing). The Product Classification code is 6540 - Ophthalmic Instruments, Equipment, and Supplies. Small business size standard is 1,000 employees. The Government reserves the right to award without discussions.

The Naval Research Lab (NRL) in Washington, DC intends to negotiate a Firm-Fixed-Price (FFP) type contract for Prescription Safety Goggles as described in Attachment 1 of this announcement. This award will have one (1) base year period of twelve (12) months and four (4) twelve (12) month option periods. This award will be made to the offeror who represents the best overall value (Lowest Price Technically Acceptable (LPTA) approach) to the government. This combined synopsis/solicitation, N00173-18-Q-JL03, is issued as a Request for Quote (RFQ). The associated small business size standard is 1,000 employees.
