The Government intends to solicit, negotiate, and award to Espiel, Inc. 601 California St., Ste 980, San Francisco, CA 94108, on a sole source basis pursuant to 41 U.S.C. 253(c)(1) as Espiel is the only source that can provide the information software services required by FHFA. Espiel is the only source that can provide integrated prepayment and default models that directly support the PolyPaths' Desktop system that uses loan level data on private-label, structured mortgage securities to supplement the loan level detail that FHFA obtains from another FHFA vendor. The contract will be for five years including a base and four option periods.
