The City of La Mesa is soliciting qualification and proposal packets from professional companies experienced and qualified to perform a comprehensive Opportunity and Constraints Study for MacArthur Park (Plan) for the Community Services Department. The Plan will set the framework for decision makers in the planning, maintenance, and development and/or rehabilitation of park and recreation facilities. Interested and qualified companies who have demonstrated their ability at providing comparable services are invited to submit proposals. The City will provide a selected consultant with an inventory of existing park amenities and programs at the beginning of the project. The Plan should provide a means of focusing the communityâs attention on the key issues and opportunities as the City Council considers the future of the park, recreation and open space. The Opportunities and Constraints Report should proactively utilize information derived from community visioning workshops, participants, existing conditions and City staff observations. The overall goal of the project is to assess the current uses of MacArthur and to recommend opportunities for future facilities, upgrades, expansion, and or potential additions to maximize opportunities for recreation, parks, open space, and urban respite areas for La Mesa residents. Equally important will be that the Plan provide a prioritized approach to implementation of short, intermediate, and long-range management and development plans for existing and future recreation, park and facility planning projects based on public desires and available budget. The scope of work will focus on three components: 1. Current conditions review and assessment (including an analysis of the land use, circulation, and current uses). 2. Recommendations for modifications, improvements and additions to parks/facilities to meet current and future needs. 3. Financial implementation (including fiscal sustainability, economic development and infrastructure relative to recommendations). There are currently no bid or performance bonds required for this RFP. Questions must be submitted using the Q&A tab at the top of the bid window and will only be accepted until Thursday, June 15th, 2017 at 1:00 p.m. Final proposals are due Thursday, June 28th, 2017 at 5:00 p.m. and will only be accepted electronically via this online system. City of La Mesa normal hours are 7:30 AM to 5:30 PM Monday through Friday. City offices are closed alternate Fridays and holidays including June 16th.
