Situation
The United States Department of Agriculture (USDA) Animal, Plant Health Inspection Services (APHIS) Veterinary Services (VS) Miami field office provides boarding services to horses that are traveling in and out of the United States (US). This office requires roughly 13,000 bales of 100% white pine shaving premium horse bedding per year. The Miami field office currently has a BPA in place to provide this bedding.
The field office along with the contracting specialist were informed in December of 2015 that the contractor with the BPA in place, could no longer provide bedding at this time and that USDA would have to seek other sources for at least a short period of time. It was determined that an interim PO be issued for a 6-8 week supply of bedding while new contractor/s were sought and new BPA/s were put in place.
The estimated timeframe to solicit RFQs and award BPAs needed to be extended and the interim PO needed to be modified to provide for the needed bedding during this extended time. This Modification to the PO increased the quantity of bales from 4,160 to 6,400. The estimated time for which these bales are expected to satisfy the current need was extended from January 31st to February 28th. The PO was increased in value from $21,840.00 to $33,600.00.
