The USDA National Animal Disease Center in Ames, IA, intends to negotiate a firm-fixed price purchase award for a 12-month Preferred 48 Hours Service Agreement, on a sole source basis, under the authority of FAR Part 13.106-1(2)(b)(i) with FEI, Hillsboro, OR for maintenance on the FEI Tecnai 12BT EM Scope. This Preferred 48 Hours Service Agreement will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on FEI being the sole source for factory trained labor and maintenance services for the Tecnai BT12 EM Scope sold by FEI. NAICS code for this procurement is 334516. The period of performance for the service maintenance agreement commences on January 25, 2016 and concludes January 24, 2017. Sources interested in responding to this requirement must be able to provide compelling evidence that they can obtain/provide maintenance, parts, software and service in accordance with the Preferred 48 Hours Service Agreement, including labor, travel, living expenses and parts coverage utilizing factory authorized parts and service that will not invalidate equipment warranties for the unit with Serial Number D1018.
