This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334511 with a small business size standard of 1,250 employees. The Government intends to negotiate a sole source contract for the purchase of high precision positioners with: General Dynamics Motion Control, LLC 7603 Saint Andrews Ave. Suite H San Diego, CA 92154 This requirement is for the purchase of two high precision positioners that are used in modeling efforts in an Optical Communications project. The requirement is for two high-performance positioning systems with pointing resolution of 0.005 degrees for long range free space optical turbulence measurements and communication tests (P/N AS10225-M8G-03). This system is integral to the existing optical link demonstration. Past data has been collected and documented for unique test sites. The precision gimbal is compatible with the existing infrastructure that has been built up over five (5) years. In order to be consistent with past data results and to maintain compatibility with existing hardware and pointing and tracking systems, this gimbal is essential. To adopt and incorporate a new make and model gimbal would cost hundreds of thousands of dollars in equipment, training, and research program conversion efforts. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency.
