The Federal Bureau of Prisons intends to solicit and negotiate a Sole Source award to the American Correctional Association (ACA) for Prison Rape Elimination Act (PREA) services at various Bureau of Prisons institutions and complexes. ACA is an independent organization established over 135 years ago whose mission is to provide a professional organization for all individuals and groups, who share a common goal of improving the justice system. ACA sets standards that are based on valid, reliable research and exemplary correctional practices in the United States. The award will be processed under the authority of 41 U.S.C.253(c) (1), as implemented by Federal Acquisition Regulation 6.302-1. The period of performance shall be from date of award through September 30, 2014. Approximat y 7 PREA Audits will be conducted under Initial Accreditations of Federal Institutions and approximately 27 PREA Audits will be conducted under Re-Accreditations of both Federal Institutions and Federal Complexes.
This announcement constitutes the only announcement for this requirement. Quotations are not being requested and a written solicitation will not be issued. Any responses received within 10 days of this notice of intent shall be considered only for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to open this requirement to competition, based upon written response to this notice, is solely within discretion of the Government. The Government anticipates award of a requirements type contract with firm-fixed unit prices using procedures in FAR Part 15.
