This is a PRE-SOLICTATION NOTICE ONLY. DO NOT submit proposals or inquiries until solicitation is posted. There will also be a specific question and answer period once the solicitation is issued. The Defense Logistics Agency – Energy intends to issue a solicitation for Direct Delivery Fuel approximately on 15 December 2022. Delivery will be for locations in Erbil, Iraq and Posts/Camps/Stations in Syria. The solicitation will be open to all vendors capable of meeting the requirement.

The information below is provided to inform the vendors of some of the information that may be requested in the solicitation.
1. Certificate of Quality meeting DLA Quality specifications for fuel requirements
2. Certify that vendor has access to Erbil Air Base (civilian and military sides)
3. Vendor must proof/certification of storage and transportation capability
4. Provide Past Performance Information
5. Price Realism will be considered with this requirement
Additional Requirement in preparation for the forthcoming solicitation:
Vendor(s) SHALL be registered in the System for Award Management (SAM) at www.SAM .gov
Vendor(s) SHALL fully register in the Joint Contingency Contracting System (JCCS) Next Generation (NG) at https://www.jccs.gov/jccscoe/. The vendor is prompted to provide but not limited to the below documents when completing the JCCS profile and questionnaires.
All offerors and subcontractors are required to be registered and approved in JCCS at the time your offer is submitted. Offerors are required to submit their JCCS registration number with their offer for themselves and proposed subcontractors at the time of their offer. Consideration for award will not be made to any vendor and/or subcontractors not registered and approved in JCCS. If you’re a vendor considering submission of a proposal on this requirement, it is suggested you begin registration processes as soon as possible.
