The Centers for Disease Control and Prevention, for purposes of administrative efficiency, intends to award an additional firm fixed price line item to an existing purchase order on a sole source basis to the University of Victoria, Department of Biochemistry and Microbiology for the purchase of analysis and annotation of poxvirus genome data services. DBMUV is uniquely qualified to accomplish the required tasks. This lab has a demonstrated ability to successfully work with the large poxvirus genome. This ability, knowledge, and skill combined with a demonstrated proficiency for developing and working with a custom made pipeline for poxvirus genome sequence analysis is unique to this laboratory. Analysis and annotation of poxvirus genome data requires a custom DNA sequence annotation pipeline with several specific software programs developed by DBMUV. This software and its tools are written specifically for use by pox virologists and focus on presentation of graphical displays of results. DBMUV will provide the analysis and annotation of poxvirus genomes, and submission of data to a public database. The results will be provided to the CDC poxvirus team for storage and further analysis. As evidenced by the ongoing poxvirus project, DBMUV staff have extensive experience in the annotation of poxvirus genomes and have previously published similar work. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS; however, all responses received within fifteen (15) days of the issuance of this notice will be reviewed by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
