THIS IS A NOTICE FOR SOLE SOURCE PROCUREMENT:  The Broadcasting Board of Governors (BBG) International Broadcasting Bureau (IBB), Office of Contracts (CON) Located in Washington, DC intends to negotiate and award a non-competitive commercial services firm fixed price contract to National Service Source, Inc., at 9145 Ellis Road, Melbourne, FL 329904-1019 aka United Service Source, Inc. (USSI) for Cisco Power VU Streaming System Integration Services.  The anticipated period of performance will be (90) ninety days - (120) one hundred and twenty days.  The anticipated award will occur in April 2015. 

The statutory authority permitting other than full and open competition that is applicable to the procurement is 41 U.S.C.253(c)(1) which is implemented at FAR subpart 6.302-1 as follows: " when the supplies or services required by the agency from only one responsible source, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.  Based on the needs of the BBG, Office of Technology Services and Innovation, 330 Independence Ave., SW, Room 4077B, Washington, DC 20237, United Service Source Inc., of Melbourne, FL  is the only know source which has demonstrated ability to produce the services, equipment, supplies, transportation, government supplied equipment and the only company approved by Cisco to work on the PowerVu NCC  System Innovation.  In the opinion and to the knowledge of the government evaluator, the contractor is the only one with specialized knowledge of the existing equipment and integrated elements required for these racks.

This Notice of Sole Source is not a request for competitive price proposals.  Interested firms must  submit a written response that demonstrates their ability to provide the above stated items and attachments.  The written response received from the interested firms shall provide sufficient detail to allow for an evaluation by the Government without the need for the submission of additional information.  The written response must be submitted to Cynthia C. Sugg, Contract Specialist, Broadcasting Board of Governors, International Broadcasting Bureau, Office of Contracts, 330 "C" Street, SW, Room 4360*0018, Washington, DC 20237 by April 28, 2015 before 2:00 pm EST.   Telephone, email or Faxed responses are not acceptable and will not be considered.  No telephone responses of an interested firm's statements of interest, capabilities, and pertinent experience will be accepted.  Any questions regarding this Notice shall be in writing and submitted to Cynthia C. Sugg, Contract Specialist, by email [email protected], before April 28,2015 before 2:00 pm EST.   Any determination to compete or not compete, this proposed contract is solely within the discretion of the Government.  This Public Notice is not a RFP, IFB or RFQ.
