The Office of Public Health and Science (OPHS), Office on Women’s Health (OWH), through the Program Support Center, Division of Acquisitions Managements, intends to award a sole source contract using simplified acquisition procedures to Alabaster Place, Inc., (Training and Development Center), 4265 Brownsboro Road, Suite 206, Winston-Salem, NC 27106. This contract is to require the services of the Alabaster Place, Inc. to participate in our pilot Women of Faith Advocacy initiative which is designed to meet the needs of women who experience gender-based violence and identify themselves as members of a faith community. The contractor shall provide professional services to develop and implement the Power to Intervene and Prevent Abuse Program Series The primary purpose of this contract is for the development of a method/approach which will meet the needs of women of faith who experience gender-based violence and to implement programs within a targeted faith community in a specific geographical area to increase the participation of the faith community in prevention and intervention activities focused on areas under the auspices of Violence Against Women (domestic violence, intimate partner violence, sexual assault, stalking, etc…). This program will focus specifically on issues related to domestic violence through awareness and prevention education activities for the members of the faith community at-large. The contractor shall be responsible for but not limited to the following: Develop, plan and implement the Power to Intervene and Prevent Abuse Program Series Build capacity for faith-based organizations to address the needs of women who are affected by gender-based violence otherwise referred as areas under the auspices of Violence Against Women. To this end, the vendor will develop partnerships and linkages between the local organizations which provide services and resources to women who are victims of gender-based violence and build brokering relationships to identify, locate and link available resources to the faith based community Develop a training guide which targets members of the faith community at-large Collaborate with other pilot program directors to create a universal curriculum which will address, clergy, lay leaders and the membership at large of the faith communities Implement a local evaluation and participate in a multi-site evaluation focused on the effectiveness of the Office on Women’s Health Pilot Women of Faith Advocacy Initiative DELIVERABLES: 1. Work Plan due on or before July 1, 2009 2. Five (5) Quarterly Progress Reports are due on or before the end of every third month- September 30 and December 31, 2009, March 31, June 30, and September 30, 2010. 3. Final Report, Recommendations for Future Programming, and Training Guide due on or before December 31, 2010. The founder and CEO of Alabaster Place, Inc, has more than 28 years of leadership, training and management experience. As well as design all of the activities/services (workshops, development strategies, and volunteer training) delivered by the organization. The goals of Alabaster Place, Inc. are to: (1) develop, mentor, encourage and empower individuals in order to create happy, healthy and whole families, and (2) educate individuals in families, churches, communities, non-governmental and governmental organizations and other entities about domestic violence/abuse occurrence and prevention. They are committed to educating those who wish to identify, escape from and/or help prevent abuse, and assisting those who desire to overcome life’s adversities. Since opening to the public in 2005, Alabaster Place, Inc. has provided services to more than 3800 individuals and has distributed over 11,000 pieces of resource and development materials. Demand for Alabaster Place, Inc.’s services has increased each year of its operation. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government.
