The statutory authority for this sole source acquisitions is 10U.S.C 2304© (1) in accordance with FAR Part 6.302-1 - only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this requirement is 611310, Colleges, Universities, and Professional Schools. The period of performance for date of award is 12 months after start award date.
University of Washington, The Northwest Lipid Metabolism and Diabetes Research Laboratories at UWA, is the only laboratory in the United States that has validated the ELISA assay for measurements of serum klotho in humans. Having an accurate, reliable, and reproducible assay is mandatory to accelerate human studies of chronic kidney disease. This laboratory was also identified as the only one with the capacity of long-term storage of a large amount of frozen samples (N=14,160) necessary for the proposed project. University of Washington is the single source needed for this project to continue the study from previous findings.
As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to University of Washington. However, responsible sources that believe they can meet these requirements are encouraged to identify themselves and give written notice by providing a capability statement to the Contracting Specialist by August 24, 2018. The Contracting Specialist will not respond to verbal request. All requests must be in writing.
A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Specialist. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
