The Department of Homeland Security, Bureau of Customs and Border Protection, U.S. Border Patrol, Tucson, Arizona is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. No written solicitation will be issued. Solicitation 20049665 is being issued as a Request for Quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-37. The U. S. Border Patrol has a requirement for potable drinking water in one-gallon containers, and 5-gallon containers. The following clauses/provisions apply to this solicitation. FAR 52-212-1, Instructions to Offerors- Commercial Items. FAR 52.212-4, Contract Terms and Conditions-Commercial Items. FAR 52. 212-5 Contract, FAR 52-212-2 Evaluation –Commercial item is applicable. Paragraph (a). evaluation criteria is as follows: Award will be made on price, delivery time FAR 52-232-19 Availability Of Funds For The Next Fiscal Year (APR 1984) FAR 52-217-8 Option to extend Services (Nov 1999) FAR 52-217-9 Option to Extend Term Of Contract (MAR 2000) Quoter as defined in FAR Part 9. Contractor must be currently registered in the Central Contractors Registration, Online Representations and Certifications Application (http://orca.bpn.gov) and provide DUNS numbers and TIN with quotation. The North American Industry Classification System code is 312112. A single award will be made. Question will be accepted by email [email protected]. Delivery will be made bi-monthly Delivery will be FOB destination. Offers in response to this combined synopsis/solicitation are due no later than 29 October 2009. Quoters are requested to submit quotes via e-mail, however, facsimile copies are acceptable at 520-748-3148. This is a firm fixed price requirements supply contract for the acquisition and delivery of potable bottled water. For the Customs and Border Protection, US Border Patrol in and around the Tucson, Arizona area. The estimated quantities represent the Government’s best estimate on an annual basis and in no way deem to commit the Government to purchase the quantities so stated. The contract is for a base year and four (4) one-year options. See Statement of Work below, all interested parties must complete attached Price sheet 1.0 For the Customs and Border Protection, U.S. Border Patrol in and around the Tucson, Arizona area. The quantities represent the Government’s best estimate on an annual basis and in no way deem to commit the Government to purchase the quantities so stated. Water is defined as fresh potable drinking water that is colorless, odorless, tasteless, and of a quality not less than that prescribed in Guidance for Drinking Water Quality, available in current United States Environmental Protection Agency (EPA) Drinking Water Standards. The Contractor shall be responsible for identifying and providing water from a source that meets all local Government requirements. 2.0 Scope of work The Contractor shall provide fresh, potable water to those locations listed in section 3.1 of this Statement of Work. The Contractor shall provide one-gallon bottles, six bottles per case. The Contractor shall provide five-gallon bottles and a water cooler at required locations specified in section 3.1 of this Statement of Work. The Contractor shall provide one-gallon containers (6 per case) with sealed caps, bottles of a non-shattered type plastic material to each of the locations in section 3.1 of this Statement of Work. The Contractor shall provide bottled water containers with a (5) gallon capacity. Must have a sanitized bottle neck-seal on the bottle prior to delivery and be of a non-shatter type plastic material, and function with a standard water cooler dispensing unit designed for 5-gallon water bottles. Bottles of water with 5-gallon capacity are for checkpoints locations only. Checkpoint locations are identified in section 3.1 of this Statement of Work. The Contractor shall have a system available to permit the Government to contact the Contractor 24 hours per day, seven (7) days per week, in order to support the need of the Government. 2.1 Emergency Water Delivery Emergency water supply is intended to support emergency delivery orders in situations when potable water is not available due to extra numbers of detainees, severe weather conditions, breaks in water main, or contaminated underground water wells. The Government does not require the Contractor to maintain a stock outside the normal quantities presently maintained since the Government is unable to determine in advance, if and when these supplies may be required. The total quantity ordered will depend on the level and duration of the emergency. 3.0 Delivery Schedule Deliveries are accepted between the hours of 8:00 a.m. and 3:00 p.m. only. No deliveries on Saturday or holidays. If a normal delivery falls on a holiday, delivery of water should be delivered the next business day with the exception of emergency orders. The Contractor shall provide written delivery schedule. Deliveries must be every other week. A total of 26 yearly water deliveries must be delivered, excluding emergency deliveries. 3.1 Locations Locations Quantity Douglas Station 1608 S. Payment terms Net 30. 5.0 Additional Information The U.S. Border Patrol checkpoints locations are subject to moving within a 5 mile radius and a location may be added throughout the life of the contract.
