Seymour Johnson AFB, North Carolina, has a requirement for postal services services and intends to issue a formal Request for Proposals (RFP) on or about 28 Aug 2008 via Fed Biz Opps. A scheduled site visit date will also be released at that time. The contractor shall provide all supervision, personnel, equipment, transportation, and other items and services necessary to perform postal services on Seymour Johnson Air Force Base. The contractor shall perform in accordance with standards outlined in the Performance Work Statement (PWS). Services include providing all personnel, supervision and other miscellaneous items to perform operation of the Postal Service Center (PSCO) as defined in the PWS . The solicitation will result in a firm fixed priced contract with a Base Period 1 Oct 08 - 30 Sep 09 and four (4) one-year option periods extending through 30 Sep 2013. This acquisition is is on the procurement list for Ability One, National Institute for the Blind. Therefore this is a mandatory set-aside under the Javits – Wagner –O’Day Act (JWOD) (41 U.S.C. 46-48c) and IAW FAR Clause 6.302-5(b)(2). The NAICS code is 491110 – Postal Service and the size standard is $6.5 million in average annual gross receipts.
