The Uniformed Services University of the Health Sciences (USUHS) located on the National Naval Medical Center (NNMC) in Bethesda, MD has a requirement for a portable neutron rem counter (rem meter); two (2) portable (hand-held) rugged micro rem tissue equivalent survey meters, and two (2) Personal Radiation Detectors (PRD) with radioisotope identifier (RIID) capabilities. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This request for quotes (RFQ) for commercial items is in accordance with FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. It will be the responsibility of the contractor to check the website, http://www.fbo.gov, for the issuance of any amendments to the solicitation. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-41.

This solicitation is set-aside for small businesses and the applicable North American Industry Classification System (NAICS) Code is 334519 - "Other Measuring and Controlling Device Manufacturing" with a small business size standard of 500 employees.

Please see the attached SF1449 for the Minimum Specifications, CLIN structure, and applicable provisions and clauses for this requirement. The Government will award a single award, firm fixed price (FFP) order. To be eligible for contract award, a contractor must register with the Central Contractor Registration (CCR) database. For instructions on registering with CCR, please see CCR's website at https://www.bpn.gov/ccr/default.aspx.

Include shipping and handling charges, if applicable. Items will be shipped to Bethesda, MD 20814. At this time, funding is not available and this requirement is subject to FAR Clause 52.232-18 (Availability of Funds) (see attached). Quotes must be valid until September 30, 2010 for any quantity. With your quote, please provide product description and pictures.

Award will be made on a best value determination considering the following evaluation factors: 

       a.    Price:  Offerors must provide a unit price for each item. USUHS is a part of the Department of Defense (DoD) and is tax exempt. Do not include taxes in your quoted price.

       b.    Technical:  Offerors must submit product literature demonstrating the product quoted meets the minimum specifications.

All quotation packages shall be clearly marked with the quotation number, tax identification number (TIN), DUNS number, point of contact name, phone number, fax number and email address (if available). Submit a completed copy of FAR Clause 52.212-3 (see attached SF 1449).

Questions must be submitted via email to [email protected] by 4:30pm on 1 June 2010. Questions submitted after this date will not be answered. Questions will not be answered over the telephone, but will be answered in an amendment to the solicitation posted on or about 3 June 2010. It is the responsibility of the offeror to monitor FedBizOpps for any amendments to the solicitation. All quotes are due 7 June 2010 by 4:30pm EST. Quotes must be emailed to [email protected].

USUHS is located on a secure installation and base access will not be provided nor will anyone be able to meet offerors at the gate to accept quotes.

The Government reserves the right to award without discussions.
