We are soliciting this project rather late in the Fiscal Year and to avoid extension of the response deadline so we have adequate time to evaluate and award prior to October 1, please review the requirement closely so that questions may be posted to SAM during the first 7-10 days of solicitation.  This will make it possible to answer all questions and issue needed amendments without having to extend the response deadline.

Background: The Port Nor Stewardship IRSC shall be awarded under the following authority:

Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.

All Contractors must be actively registered in the System for Award Management (SAM) https://www.sam.gov/SAM/ to be eligible for award under this solicitation.  Registration in SAM is a free service and you do not need to pay to register in this system.

NAICS: 115310: Support Services for Forestry, size standard: $20.5M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.

 Location:

The project is located on the Bass Lake RD, between Upper Chiquito campground and extends to the junction of 4S81 and on side roads which lead to Norris trailhead the 5S86 road and Fernandez Trailhead 5S05 road.

Legal description is T5S R23E sec 12, and 13, T5S R24E sec 1, 2, 8,  10, 11, 12,and 16 MDB&M.

Period of Performance:  All work shall be completed by 9/30/2023.

Description of Work:

The purpose of the Port Nor Stewardship project is to abate and remove (from Forest Service land) designated Dead and Dying trees over 8.0 inches DBH and greater (diameter at breast height) from the Vista Scenic Byway. Treatment requirements included: felling, skidding, and removal of Included Product meeting minimum specifications, and all associated road work, erosion work, slash & landing clean up.

Estimated Timber Volume and Species composition is as follows: Saw Log Product.

Sawlog: 3,265 Tons

Pondarosa Pine 620 Tons (~171Mbf)

Sugar Pine 522.4 Tons (~140Mbf)

White Fir 2122 Tons (~589Mbf)

Combined Softwood 7,293 Tons (~1.5Mbf)

Update 08/12/2022:  Site visit has been changed to August 31, 2022 and not September 7, 2022.  A site visit is scheduled for September 7, 2022 to view the project area and discuss the objectives of this contract. Meet at 9:00 a.m. pacific standard time at the Bass Lake Ranger District, 57003 Road 225, North Fork, CA  93643.
