Notice of Intent to Award

The U.S. Food and Drug Administration (FDA) intends to award a Purchase Order to UBM Global Trade Inc to provide relevant data required to support their mission to ensure safe and legitimate pharmaceuticals are imported into the United States.

The Import Operations Branch (IOB) currently utilizes import trade data from the Port Import Export Reporting Service (PIERS) to assist Center for Drug Evaluation and Research (CDER)/ Office of Compliance (OC ) in its fact finding mission related to import and exports. CDER/OC's mission is to promote and protect public health through strategies and actions that minimize consumer exposure to unsafe, ineffective, and poor quality drugs. IOB is specifically responsible for handling compliance questions from all FDA field compliance offices across the country; Developing sampling programs to be implemented countrywide; Working with Customs and Border Protection on imports questions; and Working with other CDER Offices to make imports and exports compliance decisions. The current system of import entry information, the Operational and Administrative System for Import Support (OASIS), is limited to very few fields. The fields include country of origin; FDA product code, manufacturer; and shipper. In addition, OASIS was developed and implemented in 1996 to collect minimal information on imported products.

Acquiring these components from one source will provide a single point of contact for ordering, staging deliveries, and accountability for delivery issues and non-performing units or components. Due to the quantities being ordered and multiple delivery locations, it is of paramount importance to ensure that deliveries are appropriately coordinated and FDA's administrative oversight is minimized. The period of performance for this requirement is from date of award through base with four option periods. The NAICS code is 519130.

This notice of intent is not a request for competitive quotations and no solicitation document is available. However, any firm that believes it can meet these requirements may give notification to the Contract Specialist by 8:00am local eastern time on February 02, 2012. Interested firms must furnish supporting evidence with sufficient detail to demonstrate its ability to comply with the requirement described above. The FDA will review all responses received; however, the Government retains the sole discretion not to further compete the proposed acquisition based on responses to this notice. If the FDA does not receive any responses, the FDA will proceed with a base award with four option periods to: UBM Global Trade Inc, 2 Penn Plaza East, Suite 3, Newark NJ 07105-2251

The anticipated award date of this Purchase Order is on or around March 01, 2012.
