This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is N66604-17-Q-0377.
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a Firm-Fixed-Price (FFP) purchase order for a Polytec Laser Doppler Vibrometer System to Polytec, Inc, Hopkinton, MA. The Vibrometer System consists of the following Polytec Part Numbers: (1) PSV-400-M4, Turnkey High Performance, 1 MHz Bandwidth, four-channel VibraScan System which includes: PSV-W-401-M (Data Management System), PSV-I-400 (Vibrometer Scan Head), and PSV-E-401 (Junction Box); (2) PSV-S-ImpGeo (Geometry Data Import); (3) PSV-A-420 (Geometry Scan Unit); (4) SPV-A-010 (PSV-400 Mobile Cabinet); and (5) TRA-2-B (Training/Installation & Checkout) (Two Days)). Polytec, Inc. is the only manufacturer capable of providing the Polytec PSV-400-M4. This is the only vibrometer system that is compatible with the existing hardware/software and is compatible with the stainless steel underwater housing Division Newport built for the original PSV-200. This requirement is unrestricted. The North American Industry Classification System (NAICS) Code for this acquisition is 334516. The Small Business Size Standard is 1,000 employees. The Product Service Code (PSC) is 6650. F.O.B. Destination, Naval Station Newport, RI, 02841. Required delivery date is 60 days ADC.
Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. The following provisions apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items, and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items.
