The US Department of Agriculture (USDA), Agricultural Research Service (ARS) in Parlier, CA has a requirement for a Polytec instrument. Under consideration are the following items:
One Polytec portable digital laser vibrometer (Model PDV-100), 3 velocity ranges: 20, 100 and 500 mm/s full scale, velocity resolution 0.02 μm/s/VHz on 5 mm/s/V range, digital low-pass filters at 1 kHz and 5 kHz (analog and digital outputs). The PDV-100 will be used to record vibrational signals used in glassy-winged sharpshooter communication.
The USDA-ARS intends to negotiate with Polytec who is the only know source. Interested firms can submit their proposals to the attention of Fred Gifford, Contracting Officer by e-mail or fax.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 13/6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 days (five days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
