PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT TO ACTION.

The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Center for the Advancement of Translational Sciences intends to negotiate and award a contract for two (2) real time polymerase chain reaction (PCR) units.

EXTENT OF COMPETITION

This acquisition is is full and open with no set-aside restrictions.
NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 334516 with a Size Standard of 500 employees.

REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-08-1 dated July 15, 2016.

This acquisition is conducted under the procedures as prescribed in FAR Subpart 13.5-Simplified Procedures for Certain Commercial Items in amounts greater than the simplified acquisition threshold but not exceeding $7 million.

DESCRIPTION OF REQUIREMENT

Project Description
The NCATS Chemical Genomics Center (NCGC) is tasked with identifying and developing novel small molecule leads against a wide spectrum of human disease targets, which it accomplishes by screening thousands of small molecules in collaboration with both intra-and extramural researchers. In pursuit of this goal, the Center has a strong internal transdisciplinary team of scientists who continually discover novel small molecules for application against a wide range of human diseases.
A real-time polymerase chain reaction is a laboratory technique of molecular biology based on the polymerase chain reaction (PCR). It monitors the amplification of a targeted DNA molecule during the PCR, i.e. in real-time, and not at its end, as in conventional PCR. As such, this technique is needed as part of the many complex follow-up experiments the biologist carry out in discovering novel small molecules. At the moment we cannot use real-time PCR as an assay-readout in our automated HTS workflow because the only real-time PCR instruments available at NCATS only accommodates microtiter plates up to 384-well format. In addition to real-time PCR, NCATS has recently been implementing Cellular Thermal Shift Assays (CETSA) to assay direct binding of compounds to the cellular targets in cells.
Purpose and Objectives
NCGC requests to purchase two (2) high-performance real-time PCR instruments to include into our high-throughput screening workflow and allow for additional assay-readout capabilities.

Period of Performance
Units are required to be delivered within 8 weeks of receipt of award.

The solicitation will be issued on or about August 5, 2016, and bids or proposals will be tentatively due about 15 days after the solicitation release date.
