The Government contemplates awarding aN Indefinite Delivery Indefinite Quanity contract for this requirement under FAR Part 15. Proposals must reference synopsis/solicitation # SINLEC13R0005. If you intend to submit a proposal you must ensure that all requested materials are attached with your submission. Award will be made based on the best value to the Government. Products and services sought under this solicitation fall under NAICS code 561611 Investigation Services. Place of performance will be in multiple locations in Mexico, Central America, South America or the Caribbean Region. No set-asides apply to this solicitation.

3) Past Performance
4) Cost/Price.

Technical merit (captured in the first three (3) evaluation factors enumerated above, taken together) is significantly more important than Cost/Price.
