This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; Quotes are being requested and a written solicitation will not be used.

This solicitation is issued as a REQUEST FOR QUOTATION (RFQ).

The solicitation documents, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular AC 2021-05, DPN 20210224, AFAC 2019-1001 Revision 1.

This requirement will be fulfilled using the Simplified Acquisition procedures, FAR Part 13.

Small Business Size Standard is 1000 employees. This acquisition is a 100% set-aside for Small Businesses.

The North American Industry Classification System (NAICS) code is: 336999 – All Other Transportation Equipment Manufacturing 

Description of Requirement:

This request for quotes is for the fulfillment of a Polaris off road vehicle or equivalent. The color of the vehicle will be Gray. The government anticipates one single award Firm Fixed Price contract.  The accessories that are requested include:

1. The Offeror shall provide a Cover Letter under their company letter head and include the following:

1. Acknowledgement of their receipt of the RFQ and any subsequent Amendments
2. Point-of-Contact(s) information (i.e., Name, Title, Phone Number, and Email) of authorized official with the authority to bind their company to a contractual agreement
3. Point-of-Contact(s) of Program Manager/Key Personnel information (i.e., Name, Title, Phone number, and Email)
4. Validity date of quote, up until or later than September 30th, 2021

1. All quotes will be evaluated based on a LPTA (lowest price technically acceptable basis) and quotes should sufficiently detailed in order to make that determination. Quotes must be able to delivered within 60 days ARO.
2. To receive an award the offeror must be registered/active with no exclusions in the System for Award Management (SAM) database which can be accessed at the website: https://www.sam.gov/portal/public/SAM. The offeror must also be registered with the following NAICS code: 336999.

Delivery information:

Once the purchase order is awarded the vendor will ship the Polaris or Equivalent off road vehicle to Westover ARB, MA 01022.

Late replies to the Combined Synopsis/Solicitation will be processed in accordance with FAR 52.212-1(f), “Late submission: modification, revision and withdrawals of offers.” The government reserves the right to cancel this solicitation, either before or after the closing date of receipt of quotes. In the event the government cancels this solicitation the government has no obligation to reimburse an offeror for any costs incurred in preparation of this quote.
